  1.                      DECISION ON FINANCIAL SERVICES

  4.       Ministers, meeting on the occasion of the conclusion of the Uruguay 
  5. Round.
  6.  
  7.       Noting that commitments scheduled by participants on Financial 
  8. Services at the conclusion of the Uruguay Round, shall enter into force on 
  9. an m.f.n. basis at the same time as the General Agreement on Trade in 
  10. Services.
  11.  
  12.       Decide as follows:

  14. 1.    At the conclusion of a period ending no later than six months after 
  15. the entry into force of the Agreement Establishing the MTO, without offering 
  16. compensation, Members shall be free to improve, modify or withdraw all or 
  17. part of their commitments in this sector without offering compensation, 
  18. notwithstanding the provisions of Article XXI of the GATS.  At the same time 
  19. Members shall finalize their positions relating to m.f.n. exemptions in 
  20. these sectors, notwithstanding the provisions of the Annex on Article II 
  21. Exemptions.  From the date of entry into force of the Agreement and until 
  22. the end of the period referred to above, exemptions listed in the Annex on 
  23. Article II Exemptions which are conditional upon the level of commitments 
  24. undertaken by other participants or upon exemptions by other participants 
  25. will not be applied.

  27. 2.    The Committee on Trade in Financial Services shall monitor the 
  28. progress of any negotiations undertaken under the terms of this Decision and 
  29. shall report thereon to the Council for Trade in Services no later than four 
  30. months after the entry into force of the Agreement.
